Did someone notice already that the most right part of the time scale in the preview window doesn't always show a right value ? When someone scrolls to the right , the time scale shows an earlier time value. It looks like that in case the 4th part is shown in only one digit, a wrong value is shown. It may be the case that the value has to be preceded by a zero.

as example :

4:54:1:6 ,scrolling to the right shows now
4:54:1:18 , scrolling to the right shows now
4:54:2:5
4:54:2:17

I think that it has to be
4:54:1:06
4:54:1:18
4:54:2:05
4:54:2:17

however the change in unit step is different each time. Am I wrong about that ?

The last number is not a subpart of a second but represents the number of frames instead. Your first example means:
This GOP starts at a broadcast time of 4 hours, 54 minutes, 1 second and 6 frames (rather 7, the 0 counts as well). The frame number depends on the TV system (25/s for PAL, 30/s for NTSC). This time format is known as the SMPTE format and is the base time format for broadcasts, video tapes etc.

Note, that you cant rely on that values in some cases.
usually that is only a hint for the users and not comparable/Xchangeable with the PTSs for the dataflow.
